  • He obtained a Doctorate in Law from the University of Navarra, with the qualification of outstanding cum laude and extraordinary prize.
 
  • He holds a Diploma in Comparative Law from the Faculté Internationale de Droit Comparé of the Université de Strasbourg.
 
  • He was elected as a member of the Congress in the legislatures of 1979, 1982, and 1986.
 
  • He has been a Legal Counsel for the Ministry of Justice and State Attorney since 1982 (currently retired).
 
  • He served as the Minister of the Presidency from 1982 to 1986.
 
  • He was the Attorney General of the State from 1986 to 1990.
 
  • Since 1990, he has been the President of the Editorial Board of Thomson-Aranzadi and a practicing lawyer.
