He graduated in Law from the University of Zaragoza in 1956.
In 1958, he joined the Judicial and Prosecution Careers, opting to serve in the latter. He first served as a Prosecuting Attorney and later as a Lieutenant Prosecutor at the Territorial Court of Pamplona.

He obtained a Doctorate in Law from the University of Navarra, with the qualification of outstanding cum laude and extraordinary prize.

He holds a Diploma in Comparative Law from the Faculté Internationale de Droit Comparé of the Université de Strasbourg.

He was elected as a member of the Congress in the legislatures of 1979, 1982, and 1986.

He has been a Legal Counsel for the Ministry of Justice and State Attorney since 1982 (currently retired).

He served as the Minister of the Presidency from 1982 to 1986.

He was the Attorney General of the State from 1986 to 1990.

Since 1990, he has been the President of the Editorial Board of Thomson-Aranzadi and a practicing lawyer.
